Toronto, Ontario, Canada

Dear Editor,
Today, I had the honour and the pleasure of attending, virtually, the Canadian Military’s 46th Joint Command and Staff Programme Graduation at the invitation of Colonel J.A.P. Vien, A/Commandant, Canadian Forces College, in Toronto, Ontario, Canada.

Several Canadian senior military personnel graduated, as well as some senior military officers of foreign countries, including Belize, who were selected to attend the 46th residential “Joint Command and Staff Programme (JCSP).”

Among the graduates was Belize’s own Major Eric R. Neal (IG and ADC), who has been attending the Canadian Forces College (CFC) for the past year. Major Neal graduated with a Master of Defence Studies (MDS) degree, which is a professional degree granted by the CFC.

This degree is only granted to Canadians and foreign senior military officers who are selected to attend the residential JCSP at the CFC.

For those who are familiar with Major Eric Neal, you will recall that he occupied the posts of Inspector General (IG) in the Ministry of National Security (Defence) and the Aide de Camp (ADC) to the Governor General of Belize, before he left to study in Canada. He is also the Chief Scout of the Scout Association of Belize.

Major Neal is the sixth Belizean to attend this programme and the first to achieve the MDS!

Warmest personal regards,
Harold Usher, P. Eng., DTM, H. Con (Belize)
Honorary Consul of Belize in Canada (Ontario)
