Mr. Bush may do well to consider that the United States of America is not the only free society in the world, and that a majority of the citizens of the world?s other free societies may question the integrity of a society that promotes capital punishment, even for minors; incarcerates a larger percentage of its own citizenry than any other society on earth; and ostracizes the poor; and may resent such a society?s imposing itself on others as a leader and/or moral authority.


The Bush administration must accept his own and America?s staggering international unpopularity and not depend on its ?overwhelming military superiority? to bully the rest of the world, or to try to force feed its ideology to an unreceptive adversary. In today?s global environment the only effective weapon against anarchy is the type of diplomacy of which only Colin Powell in the present administration appears capable, and he is stepping aside. Hawkish Condoleeza Rice, who is proposed to replace him, does not enjoy the stature necessary to achieve that high plateau.


America?s ?Big Stick? in the hands of Donald Rumsfeld is an impotent phallus that can effect nothing so much as an embarrassment.
