Dear Editor,

As in the past, please accord me space in your valuable newspaper to direct an “OPEN LETTER” to the people and Government of Belize, in particular our Foreign Minister and relative to Guatemala’s unfounded claim to our patrimony.

Enough is enough, Mr. Foreign Minister. With due respect, if you do not know how to be “STERN and FORCEFUL,” I opine that you remove yourself from such an important position and have the Government appoint someone more aggressive and with “EFFECTIVE REPRESENTATION” to our people’s wishes and aspirations and “STOP” immediately your “PASSIVE” approach to so called “DIPLOMATIC NOTES” and addiction to “CONFIDENCE BUILDING” measures to a people and Government in Guatemala whose words have no “FAITH” and have never shown any respect to such measures and notes.

Mr. Foreign Minister, you “FAILED” Belize and Belizeans at the 2015 sitting of the United Nations (UN) General Assembly when instead, of letting the world know of Guatemala intransigence and disrespect to our Independence, sovereignty and territorial integrity, you concentrated on “Climate Change”.

You, Mr. Foreign Minister and some others, want the International Court of Justice (ICJ) to discuss and tamper with our border and territorial integrity after, the Government in 1991 with the help of the National Bi- Partisan Commission prejudiced our Constitution and territorial integrity by giving to Guatemala, our Ranguana and Sapodilla Range of Islands. Ref: Maritime Areas Act, Revised Edition 2000.

Mr. Foreign Minister, lest you forgot, our border with Guatemala was “Officially Established” between the British and Guatemalan Governments in 1859. This Convention Treaty concluded with, “In witness whereof, the respective plenipotentiaries have signed and have affixed thereto the seals of their arms, done in Guatemala the 30th day of April, in the year 1859.”

I direct you, Mr. Foreign Minister, to the ultimate “POWERS and RESPONSIBILITY” of the United Nations which lie in the “SECURITY COUNCIL” and, I quote the following: “The United Nations organ which has primary responsibility for maintaining international peace and security is the Security Council”. Further quote: “Under the Security Council Charter, all Members of the United Nations agree to accept and carry out the decisions of the Council”.

Finally, Mr. Foreign Minister, may I remind you and the Belizean people, that on page 11 of your 38 page “Draft Confidential” Document, you yourself have doubt as to the outcome of going to the ICJ when you stated in that document in December of 2008 that “like in any court of law, there is NO GUARANTEE.” So if you yourself have doubts, WHY TAKE US THERE?
