Here is Part 3 of the analysis of a portion of a speech given by the president of Mexico, Andres Manuel Lopez Obrador, on July 24, 2021, that was posted on Youtube by RompevientoTV. The analysis was given by Fernando Buen Abad, who holds a doctorate in Philosophy and Communicational Philosophy, during an interview conducted by Ernesto Ledesma and Alberto Nájar.

Alberto Nájar: And it is necessary, Fernando, to try to establish these limits, a hit on the Yankees, which is a request from many people in Latin America. You will see that it is historical, because it is a condition that the OAS be replaced and how that body could be thus replacing the organization of American states. Fernando, how would you imagine it?

Fernando Buen Abad: If the president proposed a model similar to that of the European Union, and now what happens is that this model also has to go through the revision because the first thing, the first defect that this model raises, is that it is a kind of alliance of countries in very asymmetric conditions, not even because of the layers one can think that the unity of Germany with Greece is the same, and in no way can one think the same with Spain or Portugal regarding, in short, the characteristics of these countries, which is repeated and would be repeated in Latin America if we saw that scenario. Now, I think there will be a good debate on what organization we should give ourselves, for one, that the OAS has, even today, very limited frameworks with respect to the reality of our countries in Latin America.

For example, there are problems common to all of us that have to do with the problem of hunger on the continent and an organized organic decision must be taken to see how to act in those cases. The pandemic itself has highlighted the asymmetry of medical services and assistance for the peoples and that has to be discussed in a model of, let’s say, a regional political agreement in which no one accepts in any way that a situation like that of Haiti exists, day by day. And I am not only referring to the assassination of the president, I am referring to the economic and specific conditions of that country, but in this way we can travel the entire continent. So, I believe that it would have to be rebuilt based on an agenda in which the urgencies of all peoples were a priority that had a concrete response.

For example, when Hugo Chávez proposed the creation of CELAC, the reason why all these foreign ministers met with President López Obrador, there was an initiative to create, for example, the Banco del Sur. It is necessary to create, build, the banks of our peoples, to build there, a rational credit system that allows the construction, for example, of urgent infrastructure for a continent that has truly feudal arrears in many regions, the proposal, for example, to create the energy reservoir of the region. This continent should not have problems, neither for oil, nor for electricity, nor for any energy alternative, and yet we do have them and, for example, there should be a regional agreement for the safeguarding of natural resources such as lithium to put one that has even been a reason, coups like the Bolivian one, in short.

I believe that there is an agenda for the present and the immediate future that should set the tone to see how the organizational model would allow these agreements to be reached, and of course that immediately puts the conduct of the presidents and leaders of the region under review because there are some, who are progressives, who have a national and popular vocation as they say in Argentina or as you also say, in Peru now, or who have a root of the very advanced political leap of building plurinational states. This is a central discussion in the new political agenda that could be proposed for the OAS. Anyway, I do not want to be surprised, because it is a very complex agenda, but the deep battle is that in the middle of this, there are leaders who are absolutely subservient to the empire, they have them gathered in the Lima group and you have them in sight.

As for Colombia, I do not know what sea or more, this man is inventing to receive infinite flows of financial resources just to attack and assassinate social leaders, for example from Colombia or to enter with state turns in Venezuela. So, this is a powerful agenda that I repeat to you, it must go through the problem of natural resources, then the debate on what democracy we have to give ourselves in Latin America, how we have to build those democracies and then the president of Numancias spoke. Well, the original peoples of this continent, these should already be the very first to be named as a prize for dignity, because who, if not those peoples, have resisted to date the most brutal volleys of Tyrians and Trojans. This agenda is the one that would have to give the guideline to answer how to organize a new UN or whatever it is called.
