Dr. Reynaldo Castaneda Manzini?s first application came to the Belize Medical Council through Emmanuel Clinic of 15, Otro Benque Street of Orange Walk Town (Dr. Miguel Caldera) on November 30, 2000.


Dr. Caldera has presented Dr. R.C. Silvestre as a General Surgeon. However, when Dr. Silvestre came to Council he could not provide the Council with any documentation as a General Surgeon ? Emmanuel Clinic was informed that the Council was able to grant Dr. Silvestre, one year temporary registration to work at that clinic only as a Medical Officer until he was able to provide the documents as a surgeon. Dr. Reynaldo Silvestre?s service was terminated from Emmanuel Clinic early 2001.


June 14, 2001 Dr. Silvestre resurfaced as Dr. Reynaldo Castaneda. He had applied for a medical post at K.H.M.H. as a Medical Officer ? which he filled until his papers were forwarded to the Medical Council for registration where it was noticed that Dr. Castaneda was also Dr. Silvestre. He was notified that his registration was null and void, because he broke contract with Emmanuel Clinic which was the place that had requested his registration, and under the Medical Act he was not to work at any other institution.


March 15, 2002 application forms were sent to Dr. Castaneda at K.H.M.H. The Council was informed that Dr. Castaneda had not showed up to work one day, and that was the end of his relationship with K.H.M.H.


November 20, 2003, Dr. Castaneda resurfaced again, this time working at one of the offshore medical schools -?this time he submitted his documents as Professor Castaneda. I personally contacted the Chief Executive Officer of the school, and explained to him that Dr. Castaneda was never really registered in Belize. Dr. Castaneda was given a date, time to present his documents. However, he did not show up for the interview, even though the school had given him the time off. This brings us to date with the request from the Office of the Prime Minister for Dr. Castaneda Manzini pending application.


Dr. Castaneda?s application is not pending ? He did not show up for the interview, or contact the Council for another date. His employer can verify that this is the status of this case.
